8.
Open discussion – A
member of the public requested a sign
on the road to Byford Church to
indicate –no access to river. It was reported that councillors are still awaiting response re previous contact with Amey
for a similar sign on the ferry Road at Byford. RESOLVED that clerk and
vice chair will follow this up
9.
Finance – The Annual report was AGREED and signed off.
Payments AGREED hire of village hall £21 –clerks salary & expenses
£381.17gross-Insurance renewal £437.06-Notice Board for kiosk £114.37-HALC
membership £166.97- internal audit fee Mr PJ Eldridge £40.00- Election costs
(figure not yet received) but estimated
between £50&£350 –all payments agreed unanimously

AGREED to adopt existing Standing Orders
,Financial Regulations , Freedom of Information Publication Scheme and
CHARGES for the coming year

After discussion it
was Agreed that planning
applications should in future be
considered by the full Council

The following Planning Decisions were Noted-
DMS/110395/AM Yazor Brook Relief Culvert GRANTED DMS/110302/FH 1 Church
Cottages Bishopstone HR4 7JQ Demolish existing kitchen single storey lean to ,
construct ion of new two storey extension REFUSED
DMN/110682/F 2 Wyeside Cottages Byford proposed outbuilding to form open
fronted garaging, workshop,, mower store at ground level with domestic offices
at first level
13.
Parish Plan Report
– Councillor Macklin reported that the new Community Centre will open on
23/7/11. It was AGREED that the date
of the next scheduled Parish Council Meeting should be changed to 28/7/11 so
that it can be held in the new centre. The possible joint purchase and shared
use of audio/visual equipment between the parish council and community centre
at an estimated cost of £599 was discussed, decision DEFFERED until the next meeting.
14.
Councillor Macklin
reported that he lighting cost of the kiosk is under a contract with BT which
will continue until further notice so there is no charge to the parish council
from Central Networks Lighting cost of kiosk is under contract with BT who will
continue until further notice no charge from central networks
15.
Arrangements were made
for the Annual Parish 26/5/11 at
Staunton on Wye village hall at 7.30pm when Lynda Wilcox will talk on localism bill and its effects, Ward
Councillor Adrian Blackshaw have also been invited to speak. The meeting will
be advertised in the Hereford Times and flyers will be delivered to every
household in the five parishes
