Minutes of a Parish Council Meeting held on Thursday 13 January 2011 at 7.30 pm in Staunton on Wye Village Hall

RESOLVED: to adopt the minutes
No residents were present
5 Report by Ward Councillor
Councillor Blackshaw gave a report which dealt with the following issues:
Planning application for polytunnels in the Group Parish – an agreement
had been reached for a buffer zone in field E adjoining properties in
Bishopstone after discussion with the applicant and residents.
The possible effects of the national economy and local government budget
settlement on services in Herefordshire – front line services would be
protected as far as possible.
Current favourable developments for the enhanced delivery of broadband
services in Herefordshire with a trial taking place in the south of the county.

clarification of some items the Finance Report was agreed

payments
RESOLVED: The following payments were approved: ICO £35. Training
£100, Newsletter £90, Hire of hall £21, Clerk’s mileage and expenses
£74.76
6.3
Additional Insurance cover
After detailed discussion the clerk was instructed to obtain a quotation for additional cover for Damage to Property to cover the notice boards and telephone kiosk, Slander and Libel, and Personal Accident.

Financial Risk Assessment
RESOLVED: To adopt the Financial Risk Assessment.

7 Report by Chairman regarding Rights of Way database
The chairman reported that footpath officers had been asked to review and
report on defects recorded on Amey’s database so that it could be updated.
Many of the defects have been put right. In answer to a question from a
councillor he reported that gates are ready to install on some footpaths in
Bishopstone by a team of volunteers.
Councillors discussed the survey results and commented on the large
number of vehicles using the road. A further survey is planned for January
and the clerk will ask whether it is possible to have this broken down to
show the volume of
traffic at different times of day
9 Warning signs at Bridge Sollars
The chairman explained that this arose from earlier discussions with
Herefordshire Council officers about the need for warning signs to alert
traffic to the presence of pedestrians crossing the road to reach the
community centre. After some discussion the clerk was instructed to write
to Herefordshire Council to ask what signs would be suitable.
There was a detailed discussion of the draft Scheme which had been
circulated, and the types of information that should be available on the
Website or in the Newsletter. The clerk was instructed to make some
changes to the draft Scheme ready for councillors to consider it again at
the March meeting.
After studying the plans and proposals councillors expressed no
objections to the proposals

The chairman reported the resignation of the clerk and that the acting clerk
is willing to carry on for 6 months. No salary will be paid but the acting
clerk can claim expenses.
RESOLVED: To advertise the post in local parish newsletters and to send
a letter of thanks to the retiring clerk
